Its a really bizarre term that basically means, the artist sells a precolored line art (at varying degrees of quality) to people that can't draw. Or in some cases they also draw them in their particular way of drawing, which may or may not be the reason to adopt the character in the first place.

Basically for those adoptable characters that aren't just simple line art rip offs for DA points, the artist goes: "hey you guys like my character that I draw all the time? You want to buy one that looks similar but different colors? Here, buy one from me instead of photoshopping my character." Like this: [link]

In other words, 'stop stealing my art!'
